Mechanical licensing fees are determined by law.  The current compulsory mechanical royalty rate is 9.1cents per song, for each CD pressed.  (For example: The fee for each song on 500 CDs X 9.1 cents = $45.50. The fee for each song on 3000 CDs X 9.1 cents = 273.00)
